'OK, There Were Signs of Torture,' Iraqi Says

The minister, a Shiite, contends that Sunnis held at a makeshift jail had not been illegally seized. The case points up sectarian divisions.

BAGHDAD — In a case roiling Iraq's fragile political system, the nation's Shiite Muslim interior minister sought Thursday to justify the actions of security forces accused of starving and beating 169 mostly Sunni prisoners, while acknowledging that at least seven of the detainees had been tortured.
Interior Minister Bayan Jabr, who has had ties to a Shiite militia, argued that prisoners found in a bunker-like Baghdad facility that U.S. troops entered Sunday night had been legally arrested based on proper evidence and documents. Jabr added that in many cases, the prisoners were terrorists who had killed scores of innocent Iraqi children.
"OK, there were signs of torture," Jabr said. "And for that we will punish those responsible. But there were no killings and no beheadings, as some have said."
The U.S. Embassy, however, reacted sharply, issuing a statement that warned, "Even one case is too much, anywhere, at anyplace and anytime, in Iraq."
The U.S. also said it would not tolerate sectarian militias controlling Iraqi jails or running other security functions.
"We have made clear to the Iraqi government that there must not be militia or sectarian control or direction of Iraqi security forces, facilities or ministries," said embassy spokesman Jim Bullock. "The U.S. will assist the Iraqi government in every way to conduct a fair investigation."
With national parliamentary elections scheduled for Dec. 15, the furor has cast a spotlight on two key questions concerning Iraq's political future: whether the nation's major ethnic and religious groups can live together under the rule of law and whether Iraq will revert to a system in which the group in power feels entitled to exploit the others with impunity.
During the Saddam Hussein era, Iraq's Sunni Arab minority dominated the military and political hierarchies, and Shiites and Kurds were often persecuted. Now, the once-victimized groups control the nascent government, and the Sunnis are seen as the primary force behind the bloody insurgency.
Jabr, the interior minister, has links to the Shiite-run Badr Brigade militia, which Sunni politicians have accused of sectarian violence. His defense of his employees was a sharp departure from the Iraqi government's initial response to the prison discovery when confronted by senior U.S. officials. Both Prime Minister Ibrahim Jafari and Deputy Interior Minister Hussein Ali Kamal acknowledged that the prisoners were tortured and promised a speedy cleanup.
U.S. military officials, publicly and privately, have also expressed little doubt that the Interior Ministry facility was used for abuse.
At a news conference Thursday, Army Maj. Gen. Rick Lynch provided a fuller account of what the troops led by Brig. Gen. Karl Horst saw and did when they went to the facility looking for a missing 15-year-old boy, who still has not been found.
"When he entered ... Gen. Horst saw 169 individuals that had been detained. Some of those individuals looked like they had been abused, malnourished and mistreated," Lynch said. "Gen. Horst and his soldiers took control of the facility, took appropriate actions with the Iraqi leadership and the Iraqi government."
Medical treatment was ordered for the inmates after the discovery. Next, they were transferred to the U.S.-run prison complex at Abu Ghraib to have more room and better food and care. Abu Ghraib was at the center of a scandal last year involving abuse of Iraqi prisoners by U.S. military personnel.
Some Sunni Arabs voiced satisfaction Thursday, saying their allegations that the Shiite-led ruling coalition has allowed Shiite militias to arrest, abuse, torture and, in some cases, kill Sunnis had been proved by American forces.
Others argued that the discovery demonstrated that today's Shiite-dominated special security services were capable of as much cruelty as that inflicted by Hussein's secret police, who abused prisoners in scores of facilities, including Abu Ghraib.
Some political analysts predict that the reports of abuse will work against the mainly Shiite United Iraqi Alliance, which won the January election, and enhance the stature of former Prime Minister Iyad Allawi, a secular Shiite whose electoral coalition attempts to transcend divisions by including Sunnis and prominent members of all groups.
"This definitely will work against the alliance in the voting," said Qataib Ibrahim Jabbouri, a parliamentary candidate in Tikrit running on Allawi's slate. In 2003, Allawi was himself the subject of rumors that he had executed prisoners in a Baghdad jail, a charge he has denied.
"We Sunnis are so happy that the Americans showed the truth of what the Sunnis have been saying all along," said retired biology teacher Sadi Jumma. Others questioned why U.S. troops, the strongest force in the country, had waited so long to act on the accusations.
"I think the Americans know about what was happening, but the timing reveals that they have chosen to [hurt] the Shiite government now and make the people go for Allawi," said Awni Dabbagh, a 29-year-old Sunni. "Those Badr Brigade members really hate the Sunnis, and they are more Iranians than Iraqi."
Alisha Ryu, a reporter for Voice of America who watched the 169 prisoners file into buses late Monday, just 24 hours after they were found, said they appeared emaciated, "like concentration camp victims." About a third had bruises or cuts on their faces, she added.
The prisoners were all males, mostly in their 20s and 30s, she said.
A non-Iraqi who slipped inside the facility without permission Monday told reporters that the ground-level rooms that housed the prisoners were permeated with the stench of excrement. The same person, who requested anonymity, said one apparent instrument of torture was found, a mace-like steel rod with ball bearings on its end thought to be used in beatings.
The facility has remained closed despite promises to open it to journalists. U.S. officials so far have not provided the media access to the facility while the case is being investigated.
Reflecting the political sensitivities of the moment, both Lynch and the U.S. Embassy's Bullock made efforts to congratulate Jafari's decision to investigate the abuse and worked to smooth over any apparent conflict with the current government.
"What's important is that the prime minister and his good offices have decided to convene this investigative panel with investigative judges and require them to look specifically at these allegations, and that panel has our full support," Lynch said. "All of the questions will be answered as a result of this investigation."
The broad U.S. aim seems to be to strike a balance among Iraq's factions so that the majority of Sunnis, Shiites and Kurds have enough confidence in the emerging legal and political system to work for its success and steer the country toward some form of national reconciliation.
U.S. officials are banking on a successful election in less than three weeks to determine the makeup of the government that will hold power for the next four years and, U.S. leaders hope, establish enough stability to allow U.S. troops to go home.

ملجأ الجادرية من جديد .. مقر جهاز مكافحة الأرهاب

في اطار رغبة نوري المالكي في احكام السيطرة على الاوضاع بالعراق اسس المالكي جهاز مكافحة الارهاب بميزانية تبلغ500 مليون دولار واسند مسؤوليته الى الفريق الاول الركن طالب شغاتي وهو احد الضباط الفاشلين في الجيش السابق وممن توجه اليه تهما بتعاطي الرشوة والسرقة ومقرهم في ملجأ الجادرية الذي كان احد سجون وزارة الداخلية سيء الصيت.
واللواء طالب شغاتي مشاري من المشمولين بأجتثاث البعث حيث كان عضو فرقة وعميد كلية الدفاع الجوي حيث كانت رتبته لوار ركن دفاع جوي وفصل من الخدمة بعد فضيحة تزوير وبيع أسألة أمتحانية .

-لا هناك مهام متعددة وواحدة منها تقديم المشورة الى القائد العام دولة رئيس الوزراء والمهمة الثانية رسم استراتيجية لمكافحة الارهاب والمهمة الاخرى هي اتخاذ اجراءات رادعة لرد الارهاب من الجماعات المسلحة والجماعات الخارجة على القانون يعني لدينا قوات مسلحة للقيام بعمليات خاصة، هذه العمليات الخاصة كانت هي الاساس لنشوء هذا الجهاز ..شكلها الجانب الصديق او قوات التحالف شكلتها في وقت مبكر سنة 2003 قبل ان تشكيل الدفاع والداخلية وهذه القوات استخدمتها قوات التحالف ، التي كانت تطلق عليها الفرقة القذرة لكن بعد تشكيل الجهاز هذه القوة انضوت تحت جهاز مكافحة الارهاب وصارت واحدة من هذه التشكيلات التي تعمل بامرة هذا الجهاز.
*هناك لغط في الشارع يقول ان الفرقة القذرة كانت تؤوي الاكراد المتعصبين الذين هم سنة متعصبون فحدثت خروقات ؟
-الحقيقة بعد ان انضوت هذه الفرقة تحت جهاز مكافحة الارهاب حدثت تغييرات كثيرة وتطوع باعداد كبيرة من مختلف محافظات العراق واصبحت النسب بما يتلاءم مع النسيج العراقي ولحد الان منذ ان باشرنا بعملياتنا واجراءاتنا الرادعة للارهاب لم يحصل لدينا ولا مرة واحدة اختراق ولامرة واحدة نيل او تعصب الى جهة معينة ابداً وهذه حقيقة من الاشياء التي ميزتنا ان نعمل في جميع المحافظات وان تكون السمة الاساسية للجهاز المهنية والحرفية العالية وحقيقة اثبت الجهاز من خلال كل العمليات التي نفذت في العراق ابتداء من صولة الفرسان وحتى العمليات الاخيرة انه يؤكد على هذا الجانب وهذا الاتجاه المهني العالي.

MARMTIN SMITH: [voice-over] After that interview, General Petraeus told us he recalled three instances of detainee abuse. At his urging, he says, Jabr fired those responsible. But two months after Petraeus rotated out of Iraq, a U.S. general found inspected a ministry building called the Jadiriyah bunker.
Brg. Gen. KARL HORST, 3rd Infantry Division, 2004-06: There was no latrine. They were using one-liter water bottles as toilets. There was an acrid, pungent smell of urine and feces and rotted food and unclean bodies. It was -- it was absolutely horrendous.
MARTIN SMITH: [on camera] Could you tell what had been done to them?
Brg. Gen. KARL HORST: It looked as though as they'd been beaten with -- with blunt objects, with sticks, with aluminum poles, with belts.
MARTIN SMITH: [voice-over] Horst discovered room after room, with a total of 169 prisoners.
MATT SHERMAN: Jabr had -- I mean, he had excuses for everything. I mean, Jabr -- again, it was, it was something where, you know, he viewed these individuals that were in the bunker as terrorists. He was someone who then viewed the torture that it was only a little torture. It wasn't much.
MARTIN SMITH: [on camera] Is that what he said to you?
MATT SHERMAN: Yeah.
MARTIN SMITH: He said little torture?
MATT SHERMAN: Little torture.
MARTIN SMITH: You admitted to Matt Sherman that there was some torture.
BAYAN JABR: No, he is totally wrong.
MARTIN SMITH: They found 170, approximately --
BAYAN JABR: A hundred or two hundred, that is detainees that are criminals, many of them killed Iraqis by car bombs.
MARTIN SMITH: Does that justify torture?
BAYAN JABR: Yes! No, what do you mean?
MARTIN SMITH: Does that justify, does that make torture all --
BAYAN JABR: No, no, no. I am against the torture everywhere.
MARTIN SMITH: Jabr told us that there was no torture.
Brg. Gen. KARL HORST: Bayan Jabr never came to the compound to see for himself that there was torture. So if he told you there was no torture, frankly, I don't know how he would know that because he never went there.
DONALD RUMSFELD: [press conference, November 29, 2005] Good afternoon, folks.
Gen. PETER PACE, Chmn., Joint Chiefs of Staff: Your questions, please.
DONALD RUMSFELD: Charlie?
1st REPORTER: Mr. Secretary, are you concerned over -- and in fact, is the United States looking into growing reports of uniformed death squads in Iraq perhaps assassinating and torturing hundreds of Sunnis? And if that's true, what would that say about stability in Iraq?
DONALD RUMSFELD: [unintelligible] comment on hypothetical questions. I've not seen reports that hundreds are being killed by roving death squads at all.
2nd REPORTER: Sir, taking on Charlie's question a bit -- the United States is responsible for training and expects to turn over the security mission to them. So what is -- what is the U.S. obligation in addressing that and preventing that? And what can we do? And what are we doing?
DONALD RUMSFELD: Obviously, the United States does not have a responsibility when a sovereign country engages in something that they disapprove of. However, we do have a responsibility to say so and to make sure that the training is proper and to work with the sovereign officials in the event some of these allegations prove to be true.
3rd REPORTER: And General Pace, what -- what guidance do you have for your military commanders over there as to what to do if they -- like when General Horst found this Interior Ministry jail?
Gen. PETER PACE: It is absolutely the responsibility of every U.S. service member, if they see inhumane treatment being conducted, to intervene to stop it. So they did exactly what they should have done.
DONALD RUMSFELD: I don't think you mean they have an obligation to physically stop it. It's to report it.
Gen. PETER PACE: If they are physically present when inhumane treatment is taking place, sir, they have an obligation to try to stop it.

الناطق بأسم وزارة الداخلية اللواء عبدالكريم خلف : ملجأ الجادرية قضية خارجة عن نطاقي لأنني أتيت للوزارة بعد الحادث


كنا قد نشرنا تقرير خاص كتبه الصحفي الامريكي نيد باركر عن وزارة الداخلية العراقية ومهندس الموت فيها ومؤامرات الأغتيال التي تجري فيها للأستحواذ على السلطة المطلقة لفرق الموت , وهذا رابط المقالة المنقولة عن صحيفة لوس انجلس تايمز ووكالة الملف برس .
أما اليوم فننشر رد الناطق بأسم وزارة الداخلية اللواء عبدالكريم خلف حول التقرير الذي كتبه نيد باركر في اللوس أنجلس تايمز .

الداخلية تفند تقرير صحيفة لوس انجلس تايمز الناطق باسم الداخلية ينفي لـ ( الملف برس ) وجود أي مؤامرة لاغتيال وكيل الوزير حسين علي كمال

نفى اللواء عبد الكريم خلف الناطق الرسمي بأسم وزارة الداخلية ما ورد من معلومات حول وجود ما اسماه بـ (مؤامرة) لأغتيال وكيل وزير الداخلية حسين علي كمال.
وقال خلف في تصريح لوكالة ( الملف برس ) أن هذه مؤشرات تدل على عدم وجود الدقة في نقل المعلومة أو ربما من نقلها يريد الاثارة أو لدوافع شخصية حتى وأن كانوا المستشارين الأميركان، مضيفاً انه لو كانت تلك الحالة موجودة داخل أروقة وزارة الداخلية لكان الآولى أن نكون أول العارفين بها.
ولفت خلف الى أن وكيل وزير الداخلية منذ تأسيس الوزارة و لحد الآن هو من الساكنين في المنطقة الخضراء إذن ما هو فضل الأميركان في تأمين الحماية له داخل المنطقة الخضراء فالرجل ما زال في موقعه وفي عمله ونحن نستغرب من مثل هذه المعلومات.
لكن نيد باركر مراسل لوس انجلوس تايمز قال ان المستشارين الأميركان حذروا (حسين علي كمال) بأنّ حياته في خطر. والإحتمال الأكبر أنه قادم من ميليشيات بدر، ونصحوه بالبقاء في المنطقة الخضراء، بعيداً عن مبنى الوزراة في شرقي بغداد. وأصغى المسؤول الكردي لنصيحة حلفائه الأميركان بأنْ بقي لعدة أسابيع بعيداً عن وزارة الداخلية.
وتابع الناطق باسم الداخلية القول: " أما ما يخص وزارة الداخلية ووجود قوى حزبية داخلها تتصارع فيما بينها فهذا شيء غير صحيح ويعلم الجميع أن الوزارة وضعت شروطا عديدة للانتماء اليها وأول تلك الشروط هو عدم انتماء الشخص المتقدم لأية جهة حزبية".
وتحدى اللواء خلف اي جهة بما فيهم الاميركيين بوجود أشخاص حاليا داخل الوزارة مرتبطين بجهات حزبية، وقال: ليزودونا بأسم اي شخص والأدلة التي تؤكد ارتباطه بجهات حزبية ، وسنقوم بطرد ذلك المنتسب فورا من دون أي تردد.
وفيما يخص قضية ملجأ الجادرية قال تلك قضية خارجة عن نطاقي لأنني أتيت للوزارة بعد الحادث و لكني أتساءل أن كانت فعلا هناك أدلة فلماذا تأخرت طول هذه الفترة للتقديم.
ونفى خلف أن يكون هناك أي وجود لشخصية ( المهندس أحمد ) قائلا هذه أقاويل المستشارين الأميركان وأن كان هناك أي شيء فعليهم أن يقدموا ذلك الينا في الوزارة لا أن يلجأوا الى الأعلام بهذه الصورة.
وفيما رفض عدد من السياسيين والنواب الذين اتصلت بهم وكالة ( الملف برس) التعليق على قصة " مهندس الموت" التي نشرت الثلاثاء، ونفى النائب نصار الربيعي رئيس الكتلة الصدرية أن تكون لديه أية معلومات بهذا الصدد، وقال " كل ما نعرفه أننا نبحث عن وزراء مستقلين غير تابعين لأي جهة وهذا ما ندعمه فقط وأما من يتفوه بغير هذا نحن غير مسؤولين عنه".
وأضاف " أن التيار الصدري لا يوجد من يمثله الآن في أي وزارة وبضمنها الداخلية ونحن نستغرب من القول أن التيار الصدري يحاول كسب الحراسات المحيطة بالوزارة فهذا شيء غير معقول فهل هو مزايدات أم ماذا".
وبين الربيعي " كل ما نريده أن تكون الوزارات الأمنية مستقلة وتمثل الحالة الوطنية وتعمل لصالح الحكومة"، مؤكداً " أننا خلال تشكيل الوزارات نرفض استلام أي وزارة أمنية وذلك أيمانا منا بأن هذه الوزارات عليها أن تتمتع بالأستقلالية".
و أشار الربيعي الى أن شروط وزارة الداخلية واضحة تجاه المنتسبين الجدد واذا كان هنالك أي مسؤول في الوزارة ينتمي الى جهة حزبية فعلى الحكومة أن تتحمل مسؤوليتها بهذا الأتجاه.
وكانت وكالة ( الملف برس) نشرت امس نقلاً عن صحيفة لوس انجلوس تايمز وثائق جديدة وشهادات مسؤولين عراقيين وأميركان ودبلوماسيين غربيين تكشف (بعض فضائح طوابق وزراة الداخلية) التي يتربع المستشارون في أعلاها، عاجزين هم والحكومة عن محاسبة (مهندس الموت) الذي يحتمي بحصانة منظمة "بدر" وبصلته بـرئيس الوزراء (نوري المالكي).

الدايني ينفي التهم الموجهة ذده من قبل نائب رئيس البرلمان العراقي ( خالد العطية ) ويعتبر اجراء رفع الحصانة غير دستوري و غير قانوني

كشف النائب محمد الدايني بعض تفاصيل قصة إختفاءه من مطار بغداد الدولي ، وقال في حديث لفضائية ( الرأي ) ، أن قوة من الأجهزة الأمنية الحكومية قد ساعدته على التخلص من الإعتقال ، بعد أن إعتقلته في منطقة حي العامل بالعاصمة العراقية ، بينما كان في طريقه من المطار ، حيث تمت إعادة الطائرة التي إستقلها في طريقه الى الأردن ، وأكد أنه بعد نزوله من الطائرة أبلغه ضابط برتبة عميد بأن الأمر قد جاء مباشرةً من نوري المالكي رئيس الوزراء بإعادة الطائرة وإعتقاله ، وأشار الى أنه قد غادر المطار برفقة زملاء من أعضاء البرلمان ، وغادروا المطار بإتجاه العاصمة ، إلا أن قوة من الأجهزة الأمنية كانت تلاحقهم وإعتقلته في حي العامل ، إلا أن ضابطاً في القوة قرر إطلاق سراحه ، ليغادر الى جهة مجهولة ، ووجه الدايني الشكر الى العشائر في منطقة الكوت وديالى ، خاصةً تلك التي تقع قرب الحدود الإيرانية .
ومن المتوقع أن تتسرب تفاصيل أخرى عن حادثة الدايني ، التي تكشف عن تهلهل كبير في منظومة أجهزة حكومة المالكي

يذكر إن للنائب محمد الدايني نشاطات كبيرة للكشف عن فرق الموت والسجون السرية والتعذيب ومطالبته المتواصلة بالكشف عن ملف ملجأ الجادرية .......

بيان جبر صولاغ : ان من قام بجريمة السجون السرية في منطقة الجادرية هم أزلام النظام السابق ، الذين استطاعوا ان يتغلغلوا بيننا بدون ان نشعر ، ويتقلدوا اعلى المناصب بدون ان نعرف ، اما نوعية المعتقلين فهم وان كانوا ارهابيين بعثيين ولكن لا يعني هذا ان يتعرضوا للتعذيب !!
( يعني المعتقلين بعثيين والسجانين والجلادين كذلك بعثيين )
